NTPC Limited Issues Tender for Site Enabling Works for BESS Project at Unchahar Plant in Uttar Pradesh

NTPC Limited has issued a tender for site enabling works for the installation of a Battery Energy Storage System (BESS) at its Feroz Gandhi Unchahar Super Thermal Power Station in Raebareli district, Uttar Pradesh.

The contract has been categorized as a service work package with an execution timeline of one month, indicating preparatory activities ahead of the proposed BESS installation.

According to the tender document, the bidding will follow a single-stage, single-envelope process under the Domestic Competitive Bidding (DCB) route. NTPC has specified that the tender is on a “No Deviation” basis, requiring bidders to strictly comply with all terms and conditions without modifications.

Bidders are required to accept General Technical Evaluation (GTE) conditions on the GePNIC portal, including compliance with NTPC’s safety guidelines, anti-fraud measures, and anti-bribery policies.

The tender is restricted to Class-I local suppliers in line with government procurement policies aimed at promoting domestic participation in public projects.

NTPC clarified that Micro and Small Enterprises (MSE) benefits will not be applicable in this case, as the contract is classified as a works contract. Traders and dealers are also not eligible for MSE-related advantages under this category.

All bidders are required to submit an Earnest Money Deposit (EMD), with no exemptions. For EMD values up to ₹1 lakh, payment must be made online through the GePNIC portal. For higher amounts, bidders may submit a Bank Guarantee or Insurance Surety Bond, with physical submission required within ten days of bid opening.

Both techno-commercial and price bids must be submitted online through the GePNIC portal within the timelines specified in the Notice Inviting Tender (NIT). The company has not prescribed any tender fee for participation.

NTPC has advised interested bidders to regularly monitor the official e-procurement portal for updates, corrigenda, or extensions. All communications related to the tender will be handled by the Contracts and Materials Department at the Unchahar plant.
