Punjab State Power Corporation Limited (PSPCL) has issued a tender to set up a 500 MW/1000 MWh standalone Battery Energy Storage System (BESS) in the state through a tariff-based global competitive bidding process.
The large-scale storage project is aimed at strengthening Punjab’s electricity grid, enhancing stability, and efficiently managing peak power demand through advanced battery technology. The initiative is being managed by the Office of the Chief Engineer/NRSE & Thermal Designs in Patiala.
Tender Details and Financial Requirements
Interested developers can access the Request for Selection (RfS) documents via the Bharat Electronic Tender portal. The bidding process includes the following financial commitments:
- RfS document fee: ₹50,000 plus GST
- Bid processing fee: ₹3,00,000 plus GST
- Earnest Money Deposit (EMD): ₹4,71,000 per MW
- Performance Bank Guarantee (PBG): ₹11,77,500 per MW
The EMD may be submitted in the form of a Bank Guarantee, Payment Order, or Insurance Surety Bond issued by nationalized banks, PFC, REC, or IRDAI-approved insurers.
Timeline and Bidding Process
The tender was made available on January 13, 2026. Key dates include:
- Pre-bid meeting registration deadline: January 27, 2026
- Last date for submission of bids: February 13, 2026 (15:00 hrs)
- Technical bid opening: February 16, 2026
- Financial bid opening: March 16, 2026
Bids will remain valid for 12 months, until February 13, 2027.
All submissions must be completed through the online e-bidding portal. Physical copies of EMD instruments must be delivered to PSPCL within two working days after bid closure. Following technical and financial evaluations, PSPCL will conduct a reverse auction, with qualified bidders notified at least a week in advance.
The project marks a significant step in Punjab’s efforts to build a modern energy storage framework capable of supporting renewable energy integration and ensuring a reliable and flexible power supply across the state.
