The Goa Energy Development Agency (GEDA) has invited bids to set up 300 MW of solar power projects integrated with 150 MW/900 MWh Battery Energy Storage Systems (BESS), marking a major push toward round-the-clock renewable energy supply in the state.
The project is structured to provide firm and dispatchable green power, particularly during peak demand hours from 6 PM to 9 AM, when solar generation alone would be insufficient. The six-hour battery storage system—totaling 900 MWh—is expected to ensure grid stability and reliable clean energy availability beyond daylight hours.
Strong Focus on Energy Storage
The integrated BESS component will have a capacity of 150 MW with six hours of storage, enabling time-shifting of solar power to meet evening and early morning demand. Storage systems must maintain over 95% monthly availability, with penalties applicable for non-compliance.
The project mandates a minimum annual capacity utilization factor (CUF) of 19%, capped at 28%, and allows phased commissioning in blocks of 50 MW along with proportionate storage capacity. The entire project must be commissioned within 24 months from the agreement’s effective date.
Scope and Infrastructure
The selected developer will execute the project on a design, engineering, supply, erection, testing, and commissioning (DESETC) basis. In addition to solar and storage installation, the developer must build evacuation infrastructure, including:
- A 220 kV double-circuit transmission line
- Pooling substations
- Bay extensions and upgrades at existing substations
The delivery point has been defined at the 220 kV side of the 33/220 kV GEDA STU grid substation.
Eligibility Criteria
The tender sets stringent technical and financial requirements. Bidders must:
- Have completed at least 300 MW of ground-mounted solar projects in the past five years.
- Demonstrate transmission infrastructure experience, including installation of three 400 kV AIS circuit breaker bays and construction of at least 20 km of 400 kV or higher transmission lines.
- Possess a minimum net worth of ₹10 billion and report positive turnover over the past three financial years.

The initiative builds on a memorandum of understanding signed in July 2025 between NTPC Renewable Energy Ltd and GEDA to develop at least 300 MW of renewable energy projects in Goa, potentially integrated with storage solutions.
Only solar modules listed under the government’s Approved List of Models and Manufacturers (ALMM) will be eligible for use in the project.
With its strong emphasis on battery energy storage, the tender signals Goa’s intent to move beyond intermittent renewable generation toward a more resilient, storage-backed clean energy framework capable of supporting peak demand and grid reliability.
