KEL Invites EOI for Large-Scale Distributed BESS Projects Under BOO Model

Kerala Electrical & Allied Engineering Co. Ltd. (KEL), a public sector undertaking under the Government of Kerala, has invited Expressions of Interest (EOI) from developers for implementing large-scale distributed Battery Energy Storage Systems (BESS). The initiative aims to enhance grid stability and facilitate renewable energy integration across Kerala and other states.

The EOI calls for proposals covering the design, engineering, supply, installation, testing, commissioning, operation, and maintenance of solar power-based, grid-connected BESS projects. The systems will be deployed across government buildings, private properties, and open land parcels as part of KEL’s broader expansion strategy aligned with Kerala’s clean energy goals.

According to KEL, the distributed BESS installations will strengthen grid reliability by providing ancillary services such as frequency regulation and voltage support, reducing blackout risks and managing supply fluctuations. The systems will also enable effective renewable energy integration by storing excess solar and wind power during high-generation periods and discharging it during peak demand. Surplus electricity, after meeting on-site consumption needs, will be exported to the grid.

The projects will be executed under a Build-Own-Operate (BOO) model, wherein selected developers will finance, install, own, and maintain the systems on behalf of KEL. Developers will also be responsible for site identification, coordination with property owners, and securing statutory approvals, allowing KEL to expand its renewable portfolio while leveraging private sector investment and expertise.

Eligibility criteria require developers to demonstrate experience over the past three years in supplying, installing, and maintaining grid-connected solar PV and BESS projects. Financial capability is mandatory, although consortium participation is permitted for entities lacking individual capacity. Applicants must also hold valid GST registration, PAN, and Corporate Identification Number (CIN), where applicable.

The EOI (Reference No. EOI/011/2025-26) was published on February 5, 2026. The deadline for online bid submission is February 17, 2026, at 4:00 PM, with bid opening scheduled for February 18, 2026, at 4:00 PM. Hard copy submissions must be completed by February 19, 2026, at 5:00 PM. A non-refundable processing fee of ₹5,900, including GST, is applicable. Earnest Money Deposit (EMD) and Performance Bank Guarantee requirements will also apply, though specific amounts have not been disclosed.
