POWERGRID Invites Bids for 25 MW / 100 MWh Standalone BESS Project in Odisha

Power Grid Corporation of India Limited (POWERGRID) has invited bids for a 25 MW / 100 MWh Battery Energy Storage System (BESS) project in Odisha, under Package Odisha-BESS-05, as part of its broader initiative to enhance renewable energy integration and strengthen grid stability in the state.

The project involves the installation of a standalone BESS facility at the 220/132/33 kV GSS Narendrapur substation and forms part of a larger programme to develop six standalone battery storage projects across Odisha, aggregating 500 MWh of capacity.

The tender will be awarded through the Tariff-Based Competitive Bidding (TBCB) route and is supported by Viability Gap Funding (VGF) from the Power System Development Fund (PSDF). The funding mechanism is aimed at improving project bankability, mitigating investment risks, and encouraging greater participation from developers, while ensuring reliable power supply and improved grid performance.

The tender falls under the “Open” category, allowing participation from qualified domestic and international bidders that meet the prescribed technical and financial eligibility criteria. Interested bidders can access the detailed tender documents and submit their proposals through the PRANIT Portal.

The non-refundable tender fee is set at ₹25,000. While the summary notice indicates an Earnest Money Deposit (EMD) of ₹0, bidders are typically required to furnish a Bid Security in the form of a bank guarantee, as detailed in the Request for Selection (RfS) document. Additionally, the selected bidder will be required to submit a Performance Bank Guarantee (PBG) post-award, which in similar VGF-supported BESS projects generally ranges between 3% and 5% of the project cost, to ensure timely execution and operational performance.

According to the tender schedule, the notice was published on February 6, 2026. The last date for document purchase is February 13, 2026, up to 11:55 PM. The deadline for soft copy bid submission is February 16, 2026, at 11:00 AM, with bid opening scheduled for the same day at 11:30 AM.

The project is being administered by POWERGRID’s CS-G3 department in Gurgaon, under the supervision of Engineer Satyam Gupta. Once commissioned, the Narendrapur BESS project is expected to play a key role in strengthening Odisha’s power infrastructure and enabling higher penetration of renewable energy in the state.
