Maharashtra Seeks 1,000 MW Pumped Storage Developers: Long-Term Energy Storage Bid

Maharashtra State Electricity Distribution Company (MSEDCL) is inviting proposals from pumped storage developers to supply long-term Integrated System of Transmission and Storage (ISTS/InSTS) connected Energy Storage Systems. These systems should have a capacity of 1,000 MW/8,000 MWh, providing 8 hours of discharge capability with a maximum of 5 hours of continuous discharge per day. The pumped hydro storage plants can be located anywhere in India, and the selection will be done through Tariff-Based Competitive Bidding, spanning a 40-year duration.

Bidders are required to manage the charging and discharging of electricity, supporting up to 1000 MW with an 8-hour discharge capability, with a maximum continuous discharge of 5 hours from the Pumped Hydro Storage Plants. The energy input for charging will be supplied by the Procuring entity at the Delivery Point, accounting for declared Cycle Loss.

The deadline for bid submission is April 15, 2024, with bids being opened on the same day.

The Request for Selection (RfS) Document is priced at Rs. 10,000/- (plus applicable 18% GST or as per regulations), and the Bid Processing Fee is also Rs. 10,000/- (plus applicable 18% GST or as per regulations).

Bidders must provide an Earnest Money Deposit (EMD) of Rs. 5 lakh per Quoted Capacity (MW), which can be submitted along with the response to the RfS either as a bank guarantee or through online payment, with a copy of the payment/transaction receipt as proof.

To be eligible, bidders must have a Net Worth of at least Rs. 150 Lakhs per MW (Rs. 1.5 crore/MW) for the cumulative capacity quoted, as of the last date of the previous Financial Year (FY 2022-23) or at least 7 days prior to the bid submission deadline. Additionally, bidders must demonstrate a minimum annual turnover of INR 100 Lakh/MW (Rs. 1 crore/MW) for the cumulative Quoted Capacity (in MW) during the preceding financial year (2022-23) or at least 7 days prior to the bid submission deadline.
