Bihar State Power Generation Company (BSPGCL) has released a tender, inviting bids for the selection of a consultant to provide owner’s engineer services for a 185 MW grid-connected solar project in Kajra village, Lakhisarai district. The solar project will be equipped with a substantial 254 MWh battery energy storage system (BESS). Interested parties must submit their bids by January 22, 2024, and the bid opening is scheduled for the same day.
Bidders are required to furnish an earnest money deposit of ₹226,000 along with a non-refundable tender fee of ₹10,000. The winning bidder must also submit 10% of the contract value as a contract performance guarantee.
The consultant’s role is divided into two phases. In Phase A, collaboration with BSPGCL is crucial for detailed design, assessing project planning, design compliance, construction arrangements, and solar resource viability. This phase also includes a thorough review of battery use cases, grid integration, and environmental considerations.
Phase B involves close monitoring of on-site progress during project construction, testing, and commissioning. The consultant will ensure compliance with contractual conditions, conduct factory inspections, supervise critical tests, and evaluate construction environmental, health, and safety standards. Certificates of compliance, milestones, and project completion will also be issued during this phase. Additionally, the consultant will develop financial and economic models and provide ongoing support throughout the project life cycle.
Bidders must demonstrate a successful track record in roles such as owner’s engineer, project management consultant, lender’s engineer, or implementation support consultant. This should include the completion of grid-connected solar projects in India, with a cumulative installed capacity of at least 250 MW and a minimum capacity of 1 MW for each ground-mounted solar project.
Moreover, bidders should have experience in owner’s engineering, project management consulting, lender’s engineering, or implementation support for grid-connected BESS projects. The combined installed capacity for these BESS projects should be at least 10 MW/MWh, with a minimum capacity requirement of 3 MW/MWh for each BESS project, all within the last seven years in India or overseas.
To qualify, bidders must demonstrate a minimum average annual turnover of ₹1.5 crore over the last three financial years and maintain a positive net worth for all three financial years.
