Himachal Pradesh Power Corporation Limited (HPPCL) has issued a tender for the development of a 6 MW (AC) solar power plant integrated with a 2.1 MW / 4.2 MWh Battery Energy Storage System (BESS) in the Una district. The project will be located at Tihra Khas-I and aims to strengthen renewable energy capacity while improving grid stability through energy storage integration.
The project will be executed on a turnkey basis, requiring the selected contractor to undertake the complete scope of work, including design, engineering, procurement, construction, testing, and commissioning of the solar facility and the battery storage system. The contractor will also be responsible for operation and maintenance (O&M) of the plant for 15 years after commissioning.
According to the tender document, the integration of a battery energy storage system (BESS) with solar generation is intended to enhance grid reliability by helping manage fluctuations in solar power output and ensuring a more stable energy supply.
HPPCL has specified several financial eligibility requirements for bidders. Companies participating in the tender must submit an Earnest Money Deposit (EMD) of ₹1 crore along with a non-refundable tender fee of ₹10,000. Additionally, bidders must demonstrate a minimum average annual turnover of ₹20 crore over the past three financial years and provide proof of liquid assets or access to cash flow of at least ₹10 crore to support project execution.
The procurement process will follow a single-stage, two-envelope bidding system, under which bidders must submit separate technical and financial proposals. After the evaluation of technical bids, financial bids of qualified bidders will be opened, and the final selection will be conducted through an electronic reverse auction. Details regarding the Performance Bank Guarantee (PBG) will be outlined in the relevant sections of the bidding documents.
HPPCL has also announced the key schedule for the tender process through its official e-tendering portal. The sale of tender documents began on March 10, 2026, while a site visit for interested bidders is scheduled for March 23, 2026, followed by a pre-bid meeting on March 24, 2026. The deadline for bid submission is April 17, 2026, at 2:00 PM, with technical bids scheduled to be opened at 3:00 PM on the same day. The date for opening financial bids will be announced later.
Bidders are required to submit their proposals in two parts, with the technical bid strictly prohibited from containing pricing information, failing which the proposal will be rejected. Although most submissions will be conducted through the online portal, bidders must also send the original notarized Power of Attorney and the physical EMD instrument to the HPPCL office in Shimla before the submission deadline.
To qualify technically, companies must demonstrate prior experience in developing ground-mounted solar projects and battery energy storage systems. The tender specifies experience thresholds ranging from 0.6 MW to 1.8 MW, depending on the number and size of previously completed contracts.
The project is expected to contribute to the expansion of renewable energy capacity in Himachal Pradesh while promoting the integration of solar power with energy storage technologies to improve power system reliability.
